Julien Atallah is a licensed professional Civil Engineer with close to 15 years of experience at the intersection of quality management, project management, materials engineering, and major infrastructure delivery. He currently serves as a Vice President and Senior Program Manager at Kleinfelder, helping lead the A&E consulting contract for Caltrans Materials Engineering and Testing Services (METS) Office of Quality Assurance and Source Inspection across Southern California.

Over his career, he’s worn nearly every hat in the field – project manager, construction inspector, quality engineer, forensic investigator, task order manager, and program director – working on landmark projects from the San Francisco- Oakland Bay Bridge to the new Long Beach International Gateway Bridge, and most recently as Quality Director for the $20 billion Brightline West high-speed rail program.

He’s authored more than a dozen sealed materials engineering reports, developed professional development programs, delivered many training presentations on quality management, welding, precast concrete, and non-destructive evaluations, and led the A&E consultant materials testing support team for Caltrans award-winning response to the I-10 Santa Monica Viaduct fire emergency in November of 2023.

He holds a California Licensed PE and five professional certifications: Project Management Professional (PMP) through PMI, Certified Welding Inspector (CWI) through AWS, Precast/Prestressed Concrete Inspector (PCI) Level III through PCI, Certified Quality Engineer (CQE), and Certified Quality Auditor (CQA) through ASQ.
