Episode AECPM 113: Consistent project delivery is essential for ensuring quality and efficiency across diverse teams and markets in engineering organizations. This episode explores how one firm built a centralized office to standardize project delivery practices and improve outcomes. Listeners will gain insights into balancing governance and flexibility while mitigating risks effectively.

What is Consistent Project Delivery?

Consistent project delivery refers to the practice of applying standardized processes, tools, and governance across projects to achieve repeatable, high-quality outcomes. It involves coordination among teams and the implementation of best practices that ensure projects meet defined standards regardless of location or team.

What triggers the creation of a project delivery office in engineering firms?

A project delivery office is often created when organizational growth leads to inconsistent project delivery across diverse markets and business units. It addresses the need for centralized standards and visibility to ensure projects are delivered consistently and efficiently.

  • Growth can outpace existing centralized approaches
  • Inconsistent standards across offices and markets
  • Need for visible guidance and standardized tools
  • Executive leadership support is critical

How can an engineering firm balance governance with team autonomy in consistent project delivery?

Balancing governance and autonomy involves creating flexible templates and standards that accommodate market-specific needs while maintaining non-negotiable minimum requirements. This encourages adoption and practical use of standards without overwhelming teams with rigid processes.

  • Use adaptable PMP templates with optional sections
  • Define non-negotiable minimum standards
  • Allow market-specific supplements
  • Engage teams early through focus groups

What is the role of risk mitigation in consistent project delivery?

Risk mitigation in consistent project delivery involves establishing systems and processes to identify and manage risks proactively. This includes routine contract review, financial checks, and fostering a culture where project risks are surfaced early to prevent crises.

  • Implement day-to-day risk review processes
  • Use project reviews as early warning systems
  • Build a proactive risk culture that encourages transparency
  • Track financial and client feedback signals

How does NEPA planning experience relate to project delivery governance?

NEPA planning emphasizes structured processes, multi-stakeholder coordination, and thorough documentation, which parallels the governance needs in project delivery. It teaches the importance of clear communication, institutional knowledge, and maintaining momentum over long project timelines.

  • Multi-agency stakeholder coordination experience
  • Importance of documentation and record-keeping
  • Maintaining institutional memory
  • Managing momentum through structured processes

What are the common breakdowns in project delivery and how can they be addressed?

Common breakdowns include failures in systems, processes, and communication. Addressing these requires establishing institutional knowledge transfer, clear scope definition, consistent project reviews, and fostering open communication to surface issues before they escalate.

  • Create systems for PM handoffs and fee tracking
  • Implement clear scope definition processes
  • Hold consistent project review meetings
  • Encourage transparent communication about problems

What advice is recommended for organizations starting to improve consistent project delivery?

Organizations should start by selecting the right project managers and investing in their development before assigning project responsibilities. Developing PM skills deliberately helps avoid common pitfalls and improves project financial and operational performance.

  • Invest in deliberate PM development
  • Do not assume technical skills equal project management skills
  • Prepare PMs before assigning responsibilities
  • Promote strategic thinking in PM selection

What are effective approaches for prioritizing initiatives in project delivery improvement?

Effective approaches include gathering input across business units to identify needs, grouping initiatives into strategic pillars, and prioritizing a manageable number to focus on. Engaging focus groups from different areas ensures buy-in and relevant feedback for implementation.

  • Conduct listening sessions to gather feedback
  • Align initiatives with strategic company goals
  • Prioritize key initiatives for phase one
  • Form cross-functional focus groups for each initiative

How do focus groups contribute to successful project delivery office initiatives?

Focus groups representing business units and resource groups provide operational insights, help design practical solutions, and act as champions to promote adoption of new standards and processes within their teams.

  • Provide early feedback and understanding of challenges
  • Help design user-friendly guidance and tools
  • Serve as champions for implementation
  • Enhance communication between PDO and teams
